TPLF luminaries defect to the US; infighting appears to intensify

Arkebe-EqubaySeptember 9, 2013 (Ethiopian Review) — Arkebe Equbay, a one-time rising star of the Tigrai Peoples Liberation Front  and former mayor of Addis Ababa, has fled to the United States seeking asylum, according to reliable sources.  Also defecting is Getachew Equbay, Arkebe’s brother and former executive of Mesfin Engineering.  The brothers are said to have escaped along with their families.
According to Wikileaks, in 2008, the  majority of TPLF leadership had voted for Arkebe to lead the politburo.  Arkebe is said to have wisely chosen not to antagonize Meles.  Arkebe was nevertheless unceremoniously purged from the politburo by the vindictive former prime minister two years later.
Just last year, Arkebe was thought to be the heir apparent to the throne following the demise of former Prime Minister Meles Zenawi.
Unconfirmed reports are also circulating about the defection of many frightened TPLF biggies who refused to return home after traveling to the US.

A prisoner of conscience’s call for sanctions against Ethiopia

European aid has transformed my country’s economy but also props up one-party rule. Let EU donors give us democracy.

September 7, 2013 (The Guardian) — To Ethiopia‘s archaic left, which dominates the ruling party, the new euphemism for the west is neoliberal. Compared to the jargon of bygones days – imperialists – when Lenin and Mao were still in vogue, neoliberal sounds decidedly wimpy. But this hardly matters to Ethiopia’s ruling party. What it seeks is a bogeyman to tamp down rising expectations for multiparty democracy.
To this end, plying nationalist sentiment is the easy option. And so, we get a tale of heroes and villains in which there is a defender of national ethos, honor and economic growth (inevitably, the ruling party), and a foreign horde bent on subversion, domination and economic exploitation (infallibly, the west: the neoliberals).
In this narrative, Ethiopia’s recent economic growth, amidst a global slump, is ascribed to the stability afforded by one-party rule, as in China – and not, as many experts are prone to point out, the generosity of donor countries. Hence the paradox of well-intentioned European money promoting Chinese interests in one of the more important economies in Africa.
Aggregate aid is to the Ethiopian economy what Obama’s fiscal stimulus was to the American economy: minus these injections, both economics would suffer catastrophically. The theatrical blustering of the Ethiopian government notwithstanding, donor countries have a make-or-break power over the Ethiopa’s prosperity.

And European aid has done wonderful things in Ethiopia. Despite the government’s ingratitude, we – the disenfranchised majority – are grateful and appreciative. We have improved access to schools, health facilities and roads because of donor benevolence. But an aid policy tied only to economic and social needs is only half complete; a comprehensive approach entails a linkage with politics.
Ideally, aid should have an impact on GDP growth. Ethiopia now ranks in the world’s top ten fastest-growing economies, the pride of Eurocrats. But aid should also increase trade between donor and recipient, as was the case with US aid to Europe under the Marshall Plan. By this measure, Europe has failed. Ethiopian trade with China has exploded, while stagnating or shrinking with Europe. Again, China wins without lifting a finger.
Aid should also strengthen democratic institutions. Here is where European donors’ policy falters dramatically. The unintended consequence of indifference to democratic accountability translates into the subsidy and reinforcement of tyranny. The time for reassessment has come.
After two decades of one-party rule, Ethiopia is visibly aching for change. Even the traditionally placid Sufi Muslim community is increasingly restless. There is clear danger of communal strife.
As a prisoner of conscience committed to peaceful transition to democracy, I urge Europe to apply economic sanctions against Ethiopia. What short-term pain may result will be compensated by long-term gain. A pledge to re-engage energetically with a democratic Ethiopia would act as a catalyst for reform.
Sanctions need to be targeted – and the continuity of basic humanitarian aid without precondition is a moral necessity. But the EU should also impose travel bans on Ethiopian officials implicated in human rightsviolations.
We live in an age of global expectations. Our hopes have converged in many ways, none more so than in our democratic aspirations. The moral imperative is for Europe to align with the reform movement in Ethiopia. It is time to stand up for democracy.

Displacement Follows Clashes On Kenya-Ethiopia Border

MOYALE, 6 September 2013 (IRIN) – Thousands of families remain displaced from the northern Kenya district of Moyale, close to the Ethiopian border, following the latest spate of clan violence, which has left at least two dozen dead since it broke out on 30 August.
Aid agencies say they have been unable to conduct a comprehensive assessment of humanitarian needs, essential for providing emergency assistance to populations in some of the district’s more volatile areas. 
Two days of inter-clan fighting among the Gabra, Burji and Borana communities saw houses torched, gunfire exchanged and business come to a standstill in the areas of Somare and Teti. The violence has since subsided, but tension remains high in the area.
Education officials say all 32 primary and secondary schools in Moyale remained closed on 2 September, as all both teachers and students remained displaced, too afraid of renewed violence to return home.
The violence is believed to be part of a series of revenge attacks that began when the Borana and Gabra clashed on 15 July, leaving one dead and three wounded.

“More than 38,000 people from 6,381 households have been forced to leave their homes,” said the Kenya Red Cross Society’s (KRCS) Moyale coordinator, Stephen Bonaya, who noted that most of the displaced had crossed into Ethiopia, while others were staying with relatives in Moyale and the counties of Marsabit and Wajir.
He said scores of children, women and men were still separated from their families, while others were missing. “A team is helping families trace lost members and reunite them. At the moment, 60 families have been united,” he added.
According to Bonaya, displaced families are in urgent need of food assistance, shelter, drugs, water, cooking utensils, clothing and mosquito nets, among other things.
Moyale’s traders say the suspension of operations by transporters has led to a spike in food prices in the area.
“My lorry has been parked for a whole week now. I am afraid it could either be burnt or hijacked, and yet I am supposed to service a loan,” said Golicha, a truck owner.
Ismail Adan, a livestock trader and a transporter, said the prices of hiring and ferrying livestock by lorries doubled as a result of the clashes. “It’s not possible to make any profit from livestock trade. Animals at the market are too few and very expensive,” he said.
Seeking a solution
Historically, the regions’ communities – which straddle Kenya and Ethiopia – have fought over resources such as pasture and water for their livestock, butresearch by Tufts University and KRCS shows that the violence has recently become more deadly and communities and their leaders now seek to achieve control over these resources through the political system.
“The government is now in charge. Militia gangs from the warring communities have been flushed out [by the police and the army],” Marsabit County commissioner Isaiah Nakoru told IRIN. “Some have fled and crossed the border. We have arrested eight Ethiopians, two Kenya[ns]. The state is serious; nobody will escape punishment… Politicians responsible will not be spared.”
He added that preliminary investigations had established that “foreign militia” armed with mortars and bombs had fuelled the fighting.
People affected by the conflict say the intermittent violence will continue unless the government addresses the root causes, involving the warring communities and their leaders.
“This is a political problem. Neither Kenya’s entire military nor police can contain or end this problem. Arrest the politicians, involve all communities in the political process and share resources fairly,” said one Moyale resident, who preferred anonymity.
Former national assembly speaker Francis Ole Kaparo said a peaceful solution to the conflict needed to be found. “These communities must stop this bloody way of resolving disputes and share them [resources] or lose all anticipated benefits,” he told IRIN.

The Ethiopian regime intensified the killing, imprisonment and persecution of the Ethiopian civilian population. Thousands of innocent people were forced to flee their homes and became refugees in the neighboring countries of Djibouti, Kenya, Sudan, and all over the world.
The Ethiopian government has also actively pressed neighboring countries to abduct Ethiopian refugees. There have been evidences that refugees who have been forcefully returned to Ethiopia from neighboring countries have been persecuted upon return. The refugees had the history of facing torture, rape (women) and imprisonment on the basis of the imputed political views and membership in the other political parties. The case of Engineers Abebe and Chemeda, and numerous other cases, is a testimony to the fact that such action of returning and refugee – abductions are in violation of major regional and international human rights laws, treaties and refugee protocols.
Many Ethiopians are left with no other option than leaving the country; At least half of the more than 2.5 million refugees fleeing Ethiopia are Oromo.
The main reason Why Ethiopian people being refuge
The restrictions on freedom of expression and association through politically motivated trials and convictions of opposition political figures, activists, journalists, and bloggers, as well as increased restrictions on print media, no separation of state and religion in Ethiopia, problems included arbitrary killings; allegations of torture, beating, abuse, and mistreatment of detainees by security forces; reports of harsh and at times life-threatening prison conditions; arbitrary arrest and detention; detention without charge and lengthy pretrial detention; a weak, overburdened judiciary subject to political influence; infringement on citizens’ privacy rights, including illegal searches; allegations of abuses in the implementation of the government’s “villagization” program; restrictions on academic freedom; restrictions on freedom of assembly, association, and movement; alleged interference in religious affairs; limits on citizens’ ability to change their government; police, administrative, and judicial corruption.
Most of Oromo people jailed and tortured on suspicion of belonging to Oromo political organizations. Without exception the refugees decided to leave Ethiopia only after being subjected to torture or imprisonment or after a close friend or family member had been killed or jailed “indefinitely”. Recently stepped up military action by the TPLF dominated junta has caused still more refugees to flee.
What ways do they use to migrate?
Many of them mistreatment, abuse, or torture among people who make the journey by smugglers boats in the process of this forced migration, many Ethiopians cry for being victims of illegal and inhuman organ trade (trafficking) in sinai and other dessert s. Quite many cry falling in the fierce Jaw of beasts while crossing jungles. Others risk their life crossing dangerous sea and ocean waves on worn out boats under the shadow of death; and many of them cry while capsizing to be buried under sea bed or becoming live preys for sharks.
Ethiopia government security forces have been actively abducting refugees and Asylum seekers in third countries such as Djibouti, Somaliland and Kenya.
After years in refugee camps many Ethiopian refugees are able to reach the different county through the assistance of the United Nations High Commission for Refugees (UNHCR) and the United States government.
There have been evidences that refugees who have been forcefully returned to Ethiopia from neighboring countries have been persecuted upon return returning mandated and non – mandated refugees without trying them in a court of law in the country providing asylum and convicting them has posed credible dangers to the lives of those forcefully returned.
What happen during migration?
Ethiopian migrants tell of torture and rape in Yemen the Ethiopian teenager survived a treacherous boat journey being smuggled across the Red Sea. But on reaching Yemen was kidnapped and driven at gunpoint to a mud brick house. They got beaten and they raped them at gunpoint. The women get raped and the men are burned. They break bones take people’s eyes out.
Our sisters living in Middle East and Arab countries are crying under the shackle of modern slavery; being denied their wage for the harsh labor work they are subjected for. Some become victim of boiled oil by their employers and cry bearing life threatening burns and scars on their face and bodies. As if these are not enough to bear on their weak shoulder, many of young girls are being raped without their consent and become hopeless to get any legal protection or justice.

Human rights group says sentencing of 21 Oromos in Ethiopia’s court is politically motivated

The Federal High Court of Ethiopia sentenced 21 Oromo Nationals (most of whom are university students) to as much as 2-8 years in prison on 7th August, 2013. The report HRLHA received indicates that all of them have spent about three years pending trials on alleged charges of collaborating with the opposition organization of the Oromo Liberation Front with the intention of committing terrorist crimes. According to information obtained by HRLHA through its correspondents, most of the defendants were very young Oromo students picked up at different times from different universities and colleges in the regional state of Oromia and other parts of the country.

The HRLHA has learnt that most of the 21 Oromo defendants did not even have acquaintance of each other, let alone collectively committing terrorist crimes, as they were brought together from different universities in the country and met each other in the jail. According to some legal experts, the fact that the charges were mere fabrications aimed at imposing punishments intended for political intimidation has made it difficult for the accused to defend themselves. However, by blatantly acting as a political tool of the ruling party, the court handed down the guilty verdict on the Oromo nationals without taking into consideration some evidences that the defendants attempted to present to defend themselves against the charges. There are more concerns that, particularly five of the twenty one defendants, who were charged with additional and separate article (criminal code, Article 241, “Attack on the Political or Territorial Integrity of the State”) from the sixteen others, might face very harsh punishments.
Although this verdict did not come as a surprise, as it is not the first of its kind, it has enormously added to the accumulation of partiality, injustice and unfairness of the justice system, raising further concerns among the human rights groups, and defenders of justice and equality including the HRLHA.

Ethiopia: The Continuing of Deaths and Displacements in Eastern Oromia

In a development relating to HRLHA URGENT ACTION, May 7, 2013, ” Ethiopia: Loss of Lives and Displacement Due to Border Dispute  in Eastern Ethiopia
HRLHA has learnt that three innocent civilians have been killed and two others wounded in eastern Oromia’s Regional State, in Ethiopia in a violence that involved the Federal Government’s special force known as LIYYU POLICE. According to HRLHA informants, the three dead victims of this most recent attack by the federal Liyyu Police/Special Police that took place in the early morning of July 7, 2013 in the Gaara-Wallo area in Qumbi District of Eastern Hararge Province in Eastern Ethiopia were:

  2. Mr. Mahammed Musa, 26
  3. Mr. Mohammed Yusuf , 27
The two wounded victims of this same violent action were Mr. Nuredin Ismael (age 25) and Mr. Ali Mohammed (age 27). HRLHA has confirmed that both Mr. Nuredin and Mr. Ali have since been being treated at the Hiwot Fana Hospital in the city of Harar. More shocking was that the bodies of the three dead victims were eaten by hyenas, because there was nobody around to pick and burry; as the whole village was deserted when the villagers were forced by the armed federal forces to leave the area. According to HRLHA correspondents and other sources, the forced eviction has been taking place in the name of alleged border dispute between the two neighbouring states of Oromia and Ogaden; although the Ogadenis have reiterated that they have not made a land claim along the border. The victims claim that the forced displacements that have been going on for over eight months were always accompanied by dispossessions, lootings, and confiscations of properties.
            The Human Rights League of the Horn of Africa once again urges the Ethiopian Federal Government and the Regional Government of Oromia to discharge their responsibilities of ensuring the safety and stability of citizens by taking immediate actions of interference to bring the violence to end, and facilitate the return of the displaced Oromos back to their homes. It also calls upon all local, regional and international diplomatic and human rights organizations to impose necessary pressures on both the federal and regional governments so that they refrain from committing irresponsible actions against their own citizens for the purpose of political gains

Ethiopia: The Government is accountable for the death of a political prisoner at an Ethiopian Jail

The Human Rights League of the Horn of Africa strongly condemns the atrocious torture and inhuman treatment by the Ethiopian government against its citizens and hold it accountable for the   death of a political prisoner and prisoner of conscience Engineer Tesfahun Chemeda on August 24, 2013 in Kaliti prison.

HRLHA informants confirmed that Engineer Chemed died in Kaliti Penitentiary due to the severe torture inflicted on him while he was in different detentions centers from 2007 until the day he died. We also protest the fact that he was denied medical treatment by the government.
Engeener Tesfahun Chemeda, an Oromo national, was handed over by Kenyan authorities to Ethiopian Security agents in April 2007 from where he had granted a refugee status from UNHCR in Kenya after he had fled to Kenya to escape persecution by the EPRDF government of Ethiopia.
Engineer Tasfahun Chemeda was one of the 15 Oromo nationals   who was sentenced to life in prison in 2010 by the Ethiopian court  (http://humanrightsleague.com/2010/07/a-call-for-the-reversal-of-the-racial-politically-motivated-and-discriminatory-sentence-by-a-court-in-ethiopia/ for his activism and political beliefs that were different from the ruling EPRDF government of Ethiopia
The Ethiopian Government is accountable for
  1. Torturing Mr. Chemeda in prison, thereby violating the 1984 Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, an agreement which Ethiopia signed and ratified in 1994
  1. For denying Engineer Tesfahun medical treatment, violating the rights of prisoners which are clearly stated in international law and International covenants on civil and political rights article 10(1) “. All persons deprived of their liberty shall be treated with humanity and with respect for the inherent dignity of the human person”. and  Constitution of the Federal Democratic Republic of Ethiopia, the Rights of Persons Held in Custody and Convicted Prisoners article 21 (1) “All persons held in custody and persons imprisoned upon conviction and sentencing have the right to treatments respecting their human dignity”.
By handing over the Oromo refugees and others, the Kenyan Government is also breaching its obligations under international treaties as well as customary laws.
  1. Under the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (1465 U.N.T.S. 185,) the Kenyan Government has the obligation not to return a person to a place where they will face torture or ill-treatment.
  2.  Article 3 of the Convention against Torture provides: No state party shall expel, return (“refouler”) or extradite a person to another state where there are substantial grounds to believe that they would be in danger of being subjected to torture.
The Human Rights League of the Horn of Africa calls upon the Ethiopian authorities to immediately carry out an independent investigation into Engineer Tesfahun’s death, including whether torture played a part in his death, and disclose to the public anyone found responsible and bring that person to justice. The HRLHA also calls upon the Western political allies of the TPLF/EPRDF Government of Ethiopia to exert pressures so that it is forced to turn around and start working on the genuine democratization of the country, halting the systematic elimination of citizens who demand basic rights and fundamental freedoms,
Finally we extend our condolences to Tesfahun’s  family and friends in their time of grief as well as all Ethiopians who have been falsely accused, illegally detained or wrongly killed at the hands of a brutal and hypocritical regime. Engineer Tesfahun is just one of thousands of victims of the EPRDF government’s campaign of violence, repression and efforts to curtail basic freedoms and fundamental rights of Ethiopians at all costs.
